Name of the Project
Design Intervention for Skill up gradation and product diversification in Handicraft and Handloom Sector.

Conceptual Background
The Project is proposed for upliftment of Rural artisans working in Handloom and Handicraft sector of Gujarat through Design Intervention for Skill up gradation and product diversification. The objective of the programme is to enable the clusters to produce good marketable in the national and international market and to enhance the income generation of the craft people.

3. Objective
 
  • To Enhance the level of traditional skills by way of incorporating techniques and elements traditional to their crafts and developing new range of products aiming at the domestic and export markets.
  • To Upgrade the quality of the existing and the new range of products through necessary design inputs in finishing, proportions and product detailing.
  • To Introduce the aspect of value addition to upgrade the quality of the existing and the new range of products by making it an integral part of the design development process.
  • To Provide inputs in product promotional techniques, which includes pricing and packaging methodologies.
  • To set up marketing linkages of the goods produced by the artisan of the cluster.
  • To establish 5 Common facility centre & 12 Common work shed .
   
4. Strategy
 
  • To study and understand the existing range of products, available infrastructure and assessment of the skill level of the artisans.
  • Identify the ranges in which “quality” of existing products can be upgraded
  • To check the available quality of raw material required for prototyping.
  • Study and documentation of their traditional craft products in terms of usage of tools, techniques, understanding of geometry, proportion, material, finishing process and skill.
  • The marketing linkages for each cluster will be identified during the “Field survey and need assessment”.
  • The presentation of the strategy to be adopted for each cluster will be made by the project leaders of different clusters once the ‘Field survey and Need Assessment’ is completed.
  • The approach to each craft cluster, schedules and deliverables will be finalised after the survey depending upon the scope of design intervention required.
  • NID & NIFT will organise 2-3 Training Workshops for each cluster.
   
5. Project period and action plan
 
The duration of the project is proposed for a period of two years. First, field survey will be undertaken for assessment of needs. NID & NIFT will train 25 craft persons from each cluster. There after trained beneficiaries will trained another 125 craft persons from each cluster. In all 150 artisans from each cluster will be trained. The total 2550 artisans get directly benefited from the project. The detailed action plan will be prepared after need assessment survey.

Gujarat Rural Industries Marketing Corporation ( GRIMCO) will complete the project timely and within a stipulated period as mentioned above for which GRIMCO shall be rewarded by performance bonus and the failure shall attract a penalty.

8. Beneficiaries Details
 
More than 80 percent Beneficiaries of the Project is proposed for BPL families, engaged in Handloom and Handicraft sector. APL families also be taken as per the guide line of SGSY. The total number of cumulative beneficiaries target during the project is 8892.
   
9. Implementing Agency
 
The Project will be implemented under the chairmanship of Secretary (Industries) and Commissioner Cottage & Rural Industries. It has decided to form a committee consisting of General Manager (Rural Technology Institute, Joint Director (Commissioner Cottage & Rural Industries) will be the overall coordinator of the project. Project will be implemented by GRIMCO under the supervision of Managing Director, GRIMCO and Manager Leather (GRIMCO) with the help of NID, NIFT different cooperatives working for particular crafts . The constant supervision and monitoring and mentoring by experts of NIFT & NID. Periodical review meeting under the chairmanship of Secretary (Industries) will be organised for monitoring of the overall progress of the project.
   
10. Role of the Departments NGOs/PRIs
 
Gujarat Rural Industries Marketing Corporation A WHOLLY OWNED by Govt. of Gujarat Undertaking is proposed to play a key role for this project, while our parent department (Industries) and Commissioner of Cottage Industries will also support in implementing this project.

  Raw material for each cluster activity are abundant in supply in the State
   
13. Technical Know how
  The officers of Rural Industries Marketing Corporation are well versed with the activity of Handloom and Handicraft of the State. Besides this, NID & NIFT , the coordination agency has rich experience in design development activity in all over India.
   
14. Training Component
  Training will be imparted through the expert service available with NID & NIFT . The major training components are new range product development, finishing of product, design development, Pricing and packaging methodologies. The trainers intern impart training to 100 BPL artisans from each cluster.
   
15. Marketing Arrangement of the product
 
They will be provided practical orientation and training for improving the quality of their products and marketing it at the competitive rate . Their study tours and visits will be arranged to show them successful entrepreneurs. They will be helped and assisted for participating in State and National level Sale cum Exhibitions. Wherever possible they will have to be provided marketing support through the bulk purchaser either by Govt. or by any other voluntary religious organisations or industrial houses. It has been planned to purchase one Mobile Van for Sale and exhibition purpose. The mobile-van with the latest display facility will move all over the State & out side the State to Sale the products of the Artisans.
   
16. Infrastructure Development
 
After completion of need assessment survey common facility centre will be establish for those cluster which required CFC. Based on the available data, it is proposed to establish at lest 5 CFC & 12 common work shed during the project period.
   
17. Benefit/Impact of the Project
 
In Gujarat about 14 percent families are living below poverty line. It accounts to nearly 70 lacs. Under the project it has been proposed to cover 8892 cumulative beneficiaries . The awareness camp will be organised to facilitate the beneficiaries in selecting remunerative economic activity. They will get better technology, upgraded skill , new product design, product diversification, Pricing and packaging method etc. 850 craft persons will be trained by NID and NIFT directly. The remaining 1700 persons will be trained at their workplace by trained craft artisans. The care will be taken right from diagnostic study to setting up of marketing linkages of the value added diversified products.
   
18. Risk Factor affecting the Project
  Only natural calamities can affect the above project.
   
19. Modalities to minimize risk
  Artisans will be covered through Insurance Scheme for minimizing the risk.

21. State's Commitment to match the share of the project cost : -
  State's share is 25% while central govt. contribution is 75% to the total project cost.
   
22. Technical Scrutiny & Feasibility and Economic
Appraisal of the project :
  The project is prepared in consultation with Rural Technology Institute a premier organisation working in the State for developing and propagating the concept of Appropriate Technology. All the technical and economical aspects of the project is scrutinised by the RTIG, NIFT, IIM , NID and the expert resource persons available with GOG.
   
23. Estimated Cost
  The project cost Rs. 572.00 lacs will cover total 8892 cumulative beneficiaries in various aspects of which 80 percent will be BPL families.

25. Project submission
 

NID will be the implementing agency for this project. However all the strategy will be decided jointly in consultation with parent department and respective organisation.
